Top Tier K9 – To the Rescue is a comprehensive workforce development, entrepreneurship, animal-welfare, and community education initiative designed to address the dog rehoming crisis by building the human capacity needed to prevent and respond to it.
The program is built around an established training system, experienced leadership, technology, and relationships within the rescue community. Rather than creating an entirely new infrastructure, Top Tier K9 – Bradenton provides an existing foundation that can be expanded into a coordinated community program.
Leadership & Program Development
Julie Madison, founder of Top Tier K9 – Bradenton, would provide leadership and oversight for the program. Julie brings more than 25 years of experience working with dogs, including shelter and rescue work, rehabilitation, socialization, behavioral work, dog walking, and therapy-dog programming. Her extensive coaching and leadership background also provides experience developing people, managing teams, establishing accountability, and creating structured programs.
Julie would oversee the development and implementation of the training network, including trainer development, program standards, community partnerships, case oversight, quality control, and ongoing evaluation.
Top Tier K9 Academy for Dog Trainers
A major operational advantage is access to the Top Tier K9 Academy for Dog Trainers, providing an established educational framework for developing new professional trainers.
The Academy gives the program a structured pathway for individuals entering the profession, while also providing continuing education and professional development for existing trainers. This allows the initiative to continually expand the number of qualified people capable of serving dogs and families in the community.

How this idea started:
I have been full time dog training for about 4 years running a board and train out of my home. I stay busy, but get a ton of calls I just can't help and have nowhere to send the people asking for help. The calls range from domestic violence survivors looking for temporary safe havens for their pets while they transition to a safe location, veterans about to deploy, relatives of individuals who have suffered severe medical issues and need to surrender dogs, or people who just can't afford training. Not only can I not help them but our resources in the area are beyond crisis mode. Local animal shelters have up to 9 month waitlists, and rescues are receiving between 6-20 calls a day for owner surrenders. Dealing with this daily started my process of looking for solutions. To really light a fire under me, our local shelter just recently relocated to a new facility that will have devastating impacts on the community. In my spare time I have been helping shed light on the issues but have realized that the systemic change needed to adequately address the issues is going to have to come from outside the system.
