H.O.P.E. NetWorks, Inc.
Helping Others Prosper Economically
Company Description
H.O.P.E. NetWork Inc. is a Maryland nonprofit corporation dedicated to ending veteran homelessness one life at a time. We provide safe, stable, and dignified transitional and permanent supportive housing for veterans experiencing homelessness or housing instability in Prince George’s County, Maryland — and we surround every resident with a coordinated network of wraparound services designed to help them rebuild economic self-sufficiency and achieve lasting civilian stability.
The Problem We Exist to Solve
Nearly 33,000 veterans experienced homelessness on a single night in January 2024. In Prince George’s County — home to one of the largest veteran populations in Maryland, situated between the Baltimore and Washington, D.C. VA systems — dedicated community-based housing options remain critically scarce. VA case managers are actively seeking placement partners. Federal housing vouchers go unmatched. Veterans who qualify for support wait months for a bed that does not exist in their community.
H.O.P.E. NetWork was built to close that gap.
What We Do
We operate small residential transitional group homes — intentionally intimate, 3 to 4 residents — in the Laurel and Brandywine in the future within Maryland corridor. This is not a shelter. This is not a program. This is a home: furnished, stable, and managed by people who understand what it means to serve.
Every resident is a United States military veteran referred through VA case managers, SSVF coordinators, or trusted partner organizations. Every resident receives not just a roof, but a coordinated path forward — connected through our partner network to employment support, life skills and financial literacy resources, mental health referrals, substance use recovery services, and VA benefits navigation. We do not duplicate what already exists in our community. We anchor the housing and activate the ecosystem around each veteran we serve.
Our Business Model
H.O.P.E. NetWork operates as a nonprofit corporation pursuing 501(c)(3) federal tax-exempt status. Our revenue is drawn from government-backed funding streams that exist specifically to support organizations like ours:
The VA Grant and Per Diem program provides daily per diem payments for eligible transitional housing placements. The HUD-VASH program channels housing voucher subsidies directly to approved housing providers through the Housing Authority of Prince George’s County. SSVF program funds support eligible veteran residents through participating case managers. Private donations and foundation grants supplement and expand our capacity as we grow.
This funding architecture means our mission and our financial model are aligned — the more veterans we house successfully, the more sustainable the organization becomes.
Who We Serve
Our residents are honorably discharged veterans enrolled in the VA healthcare system who are experiencing homelessness or housing instability and are ready for community-based residential living. We intentionally serve veterans across the full spectrum of need — including those navigating service-connected disabilities, financial hardship, mental health challenges, and recovery from substance use — because these are the veterans most underserved by existing options. We believe every veteran who served this country deserves a dignified place to land.
Our Team and Credentials
H.O.P.E. NetWork was founded by Paul Smith, a United States Navy veteran who served four years on active duty. Paul brings firsthand knowledge of military service and the challenges of the transition to civilian life — and has built this organization to provide the kind of support he would have wanted access to.
The Organization is governed by a Board of Directors that includes fellow veterans Tonja Jenkins and Mark Smith, professional advisor Bill Mayor, and financial steward Savannah Smith as Treasurer. Our board reflects the community we serve: people who have lived the mission, and people with the professional expertise to execute it with discipline and accountability.
H.O.P.E. NetWork operates in formal coordination with the VA Maryland Health Care System, the Housing Authority of Prince George’s County, Employ Prince George’s Veterans Career Connection, the Prince George’s County Local Behavioral Health Authority, the Maryland Department of Veterans and Military Families, and a growing network of community service partners. We are pursuing 501(c)(3) federal tax-exempt status, Maryland OHCQ licensing, and registration as an approved HUD-VASH housing provider.
Why H.O.P.E. NetWork
Veterans do not need another institution. They need a neighbor, a community, and a chance. H.O.P.E. NetWork was built by a veteran, governed by veterans and their advocates, funded by programs that exist to serve veterans, and anchored in the community where the need is greatest.
We are veteran-built. Community-focused. Built to last.
