Freedom Code Compliance (FCC) is a Florida private provider performing plan reviews and virtual inspections under Florida Statute 553.791. Florida law gives contractors the legal right to use a licensed private provider in place of municipal building departments — and requires those departments to accept our work and credit the permit fees. We're building the only platform in the country where a contractor can request a licensed construction inspection from their phone and have it completed in minutes, not days.
The Problem
Florida's construction compliance system is broken. Contractors routinely lose 1–2+ days waiting on city inspectors who cancel or no-show, while concrete trucks, finish crews, and carry costs continue to burn. The average Florida home carries roughly $30,000 in added cost from permitting and inspection delays. 85% of municipal inspectors are over 45, demand is rising, and HB 683 (2025) just put a 5-day permit-turnaround mandate on building departments that are already underwater. HB 803, effective July 1, 2026, layers on a 25–50% permit fee reduction for projects using a private provider — driving contractors directly to companies like FCC.
What We Do
- Virtual plan reviews and virtual inspections statewide
- Algorithm-based matching of licensed inspectors to contractors in real time
- AI-assisted clerical work so inspectors focus on safety and code, not paperwork
- Mobile-first workflow built for contractors who live on their phones
- Pass / partial-pass / fail decisions delivered before the video call ends, with photo-based "punch list" follow-ups instead of full re-inspections
Customers
We serve licensed Florida contractors — primarily residential and light commercial GCs, production homebuilders, and trade contractors. 200+ active recurring contractor clients today, all acquired through word of mouth with zero marketing spend.
Products
We are launching a three-app proprietary platform in Q2 2026:
- myFCC — Contractor portal (web + mobile). Submit projects, track permits, join live virtual inspections from the field.
- fccPRO — Inspector portal. Live inspection interface, plan review workflows, and AI-assisted code compliance checks for licensed plans examiners, inspectors, and building officials.
- fccOPS — Operations hub. Project management, CRM, document automation, native PDF tools, and AI-driven intake. Replaces a stack of off-the-shelf tools (Slack, Quotient, OpenPhone, DocuSign, Adobe Acrobat, Monday.com, etc.) with purpose-built software written by people who use it every day.
Traction (Bootstrapped)
- $2.3M revenue in 2025, up from $700K in 2024 (3.4x year-over-year)
- 200+ active contractors, up from ~50 (4x)
- 150+ building department registrations, covering roughly 75% of Florida's permitting activity
- Profitable and cash-flow positive since inception
- $0 marketing spend — 100% organic / word of mouth
- Real case study: a Lee County home went from ground to Certificate of Occupancy in 21 days using FCC inspections (traditional timeline: 90–120 days — 80% faster)
Credentials & Moat
- Florida Statute 553.791 gives contractors the right to use us; building departments cannot refuse our inspections
- 150+ jurisdiction registrations — each requires its own paperwork, fee structure, and relationships and takes 12–24 months to replicate
- A statewide network of licensed plans examiners and inspectors
- Years of operational know-how baked into the product because the founder has personally done every job in the company
- Closest competitor (Inspected.com) was just acquired for $33M — and they cannot offer instant scheduling, a native mobile app, AI-assisted reports, or a same-day guarantee

Vision
Phase 1 (2026): Dominate Florida private provider services. Phase 2 (2027+): Sell software and services directly to building departments. Phase 3 (2028+): National expansion of the inspection platform and AI code-compliance agents. We're a profitable services company becoming a software company — not the other way around.
