THE OPPORTUNITY:
Black Lion Endeavors Corporation | Entertainment District LLC - Raines International Speedway and Entertainment District (R.I.S.E) + Research and Development Park (Star Base Colorado) also known as "The Colorado Project" is a 4000+ acre access-by-membership-only Aerospace, Automotive, Aviation, Entertainment, Fashion, Space, and Technology focused, and synergistic 30-year Masterplan Community-centered on six Extreme Adventure Experiences (EAEs). The 4000+ acres is a secret location just minutes from Denver, Colorado, and it may be located in an Opportunity Zone/Enterprise Zone, we believe that it is, but we will have to verify the information. The R.I.S.E Entertainment District-Metro District will be the first in the Nation access-by-membership-only entertainment district, also known as "The Secure Suburb" model, providing an extremely exciting, secure entertainment experience, where security is paramount to our success.
COLORADANS LOVE ENTERTAINMENT:
Of course, we believe that R.I.S.E will draw visitors from all over the world, we believe strongly that it will have a huge impact on the Rocky Mountain Region of Colorado, Idaho, Montana, Nevada, New Mexico, Utah, and Wyoming, we estimate that we will draw close to Five Million visitors to the District every year.
THE SUPPORT REQUESTED OF ANY MUNICIPALITY FOR "THE COLORADO PROJECT:"
1. "The Colorado Project" will be requesting its own Metro District and Tax Incremental Financing (TIF) by the gaining Municipality, we will open to being annexed.
2. "The Colorado Project" will be seeking a $20M dollar grant to cover all entitlements, and zoning changes required for the project, and will seek the fast tracking of entitlements for completion in nine months.
3. CaliberCo of Scottsdale, Arizona will provide and manage the Qualified Opportunity Zone Fund (QOZF) for "the Colorado Project"
HOW THE DISTRICT WORKS:
Over the holidays I was able to complete the fifth business plan and I’m almost complete with the sixth business plan as I have created a business plan for each one of the six Extreme Adventure Experiences (EAEs), but understand, I know exactly how our District is supposed to operate front-to-back and side-to-side. I will be documenting this in a detailed "Operations Plan,” for R.I.S.E, but I wanted to share the layout of the District as you drive in to give all of you especially John Danielian and Scott Naples an idea of what I’m thinking especially as I begin to ask certain anchors to become a retailer within the District. WHAT KIND OF ACTIVITIES CAN I DO AT R.I.S.E, AND WHAT IS AN EXTREME ADVENTURE EXPERIENCE (EAE)?
An Extreme Adventure Experience (EAE) is basically seven (7) passions that I absolutely love and want to share in a James Bond 007 lifestyle vacation adventure for men, that women will love too. In fact, we have an exclusive experience for the ladies so seductive, indulgent, and delightful called, “The Ultimate Ladies Fantasy Boutique, Shopping, and Spa Experience,” they’ll swear I created the whole damn District for them. If that’s the result, I consider that mission accomplished. A couple of the brands we want to land for this experience at EAE #3, City Center + Event Center + Merchandise Experience at R.I.S.E are Lord Piana, Bottega Veneta, and Buccellati. Honestly, I’m hoping that EAE #3, will be renamed “Melania Trump City Center + Event Center + Merchandise Experience!”

You’ll enter and exit a series of roundabouts as you make your way to the In-N-Out-Burger that anchors our 1950s “Spirit of America Hot Rod Cruising,” In-N-Out-Burger Expressway. After you’ve enjoyed Cars & Coffee like you’re at Lamborghini of Miami, you can drive into the rest of the District with RIS on your left, City Center straight ahead, and the Extreme Adventure Park on your right. Coming into the Main Entrance of our access-by-membership-only Entertainment District or pay like your entering Disney Land California from 6:30 PM PST is In-N-Out-Burger Expressway or Route 66 with a series of roundabouts fast food restaurants, shops, fueling stations on each side of the expressway like you’re in Radiator Springs in the Movie Cars or Miami very high end made for cruising.
