EXISTING OPERATIONS
The existing operations through 2021 were established through our original phase of our business plan to build a contiguous series of brick-and-mortar locations across the State of Florida. The locations would be established in support of our private driving instruction services. These locations would then expand to provide license testing as a Third-Party Administrator (TPA) for the Florida Department of Highway Safety and Motor Vehicles (FLHSMV). Following the testing the locations would then provide additional services such as identification printing and background fingerprinting, simulators, school tutoring and legal services thereby maximizing the income potential of each and all of the locations.
The object of the exercise is to prepare for the ultimate transition of license testing and licensure from Tax Collectors to the TPA network. Our goal was to garner a contiguous network over 60% or more of the State of Florida’s drivers license testing to maintain a significant territory. The locations needed to be able to demonstrate on a whole that we would be able to handle both the volume and the customer service.
We have begun the transition during the covid closures of taking over the testing in area by direct agreement with the Tax Collectors of each county. We have 14 counties under current or pre-planned testing agreements. The current plan is a transition over several years with the assistance of the Florida Tax Collectors Association to push the remain portion of the State through the FLHSMV for All Florida Safety Institute to be the contracted licensure agent throughout the state while we provide additional services at each location. We will be adding at least another 30 locations statewide as the transition progresses.
While growing testing and our private driving instruction programs we are adding public school districts, private schools, charter schools and specialty schools to provide contracted driving education programs. As the primary vendor for the Florida Department of Education for driving education we are adding our curriculum and group training and testing services throughout the state. With a handful of active contracts, we are negotiating over a dozen more currently with a waiting list to put in place following. Each program adds more training and testing to each area location which increases the revenue of all services.
Our Digital Testing and Education platform is about to get into full swing as the updated version of GetYourFloridaPermit.com received its go ahead from the state contact on 11.02 (today) to finalize its update API and integration with our digital platform. This service will provide online license testing for 200+ students a day with an added revenue exceeding 2.5million dollars annually. Curriculum in in final design stages for our own traffic classes that we currently lease and should be completed in place by Spring 2022 providing another 1.5 million dollars of addition revenue. Combined with affiliation agreements to white label our digital services and the tax collectors providing direct access to these services we expect a 5-million-dollar annual increase in revenue with very little operating expense.
With the addition of our new Adaptive Driving Vehicles, we are expanding our driver training for students with special needs. We have be successful in growing our training for high-functioning students with learning and cognitive disabilities. November 2021 we will add our second school for these students for an in-house drivers education programs. Additionally with approval for student funding from the Florida Department of Education and Vocational Rehabilitation we have started our platform of Adaptive Driving Education for students with significant physical disabilities. This program using specially modified vehicles allows us to train and test students and adults that would typically not have the opportunity to use everyday vehicles that are not a mini-van. This is a high demand program, after the initial high-cost to outfit and purchase these vehicles, the forward moving revenue will exceed one-million dollars a year in the first twenty-four months.
MyTicketRx was added as a joint project with our legal team to provide traffic ticket, criminal vehicle, and DUI representation for licensed drivers. Services are being added to each location and utilizing the same in-house call center to register and book new clients as our driving school. This service will grow over the next 24 months to add over 2.5 million dollars annually in revenue and will cross promote and share clients / customers that need services from both the driving school and the legal services.
NEW SERVICES
Post COVID the nation is facing a transportation crisis. With thousands of containers backing up in ports and mor ships arriving the nation is dealing with a significant shortage of licensed commercial truck drivers. With a market potential of over 250,000 drivers over five years we will provide driver training and license testing in four locations across the state. At an increase training rate of ten times that of standard licensing our joint operation centers will provide this service with a lowered operation rate and high profitability. This service for an average of 25,000 students annually will provide an increase in revenue exceeding twenty-million dollars annually. Job placement services added will add an additional five-million dollars to provide a total revenue projection of thirty-million dollars just for the commercial truck training and testing services.
FLEET SERVICES
Having a large fleet of vehicles requires expense dedicated to purchase, service and dispose of its fleet. As the only driving and testing entity of its kind, AFSI maintains a active Automotive Dealers License to buy and sell as well as service vehicle the same as an auto dealership. With this in mind, we are instituting six HUB locations that will have auto sales and service added to the list of services. Our pilot program location opened in September of 2021 and is currently selling 15 cars a month to retail customers and in addition to being able to now service our own fleet at a savings over $25,000 a month we have contracted new fleet service to other fleet owners allowing us to afford high quality service staff and keep them busy. With locations across the state averaging 30 cars each a month plus service we anticipate a ten-million dollar gross revenue increase from sales, finance and service added to the organization. Additionally we are initiating our own reinsurance for warranty, GAP and other finance products which is projected to build an asset equity reserve account after claims over five million in ten years.
The additional services and programs we are applying to existing and new locations is anticipated to exceed twenty-million dollars annually. The addition of CDL truck operations, digital technologies, legal services, special needs training and fleet sales and services we expect an annual revenue of fifty to sixty million dollars with a 22% net profit. Our needs are to increase our cash flow while utilizing a cash injection to pay off remaining high-payment debt, fund locations, equipment and operating expenses to put multiple new services and products into place making our operation high revenue and efficiency with the benefit of extreme economies of scale by utilizing the same platform for all of our services.

These students are both teen and adult fitting into several categories. Teens 15-19 are typically high school students learning to drive. Traffic school students range from 18-65+ and are typically those that have traffic infractions and need to reduce or remove the offense from their license. There is no monetary separation in customer demographic as the need for the service is determined by the driving offense and the state’s requirement for the courses.
HIGH SCHOOL and GROUP DRIVERS EDUCATION
While the student is the prime focus of our High School group driving education program the actual schools and/or school boards are the customer. With a myriad of school entities, we service public school boards, charter schools individually and private schools directly. We work directly with the administrators with each school element that can determine and contract programing and curriculum services. Other organizations for driving education such as churches and HOA’s also become the direct customer for the services.
SPECIALIZED DRIVER TRAINING
These programs are slightly more adults than teens. Adults that are typically taking a job that requires manual shift driving and/or certification are split with adults that are purchasing or have acquired the use of a manual shift car.
