THE PROBLEM
Cargo vessels off the Port of Galveston, Texas, USA, face delays in receiving provisions due to the slow transport time and high cost of utility vessels. These delays waste valuable time and money for cargo vessels, who also face additional labor costs to unload provisions from the low-lying utility vessel to the high deck of the cargo vessel. This creates an inefficient and costly system that is in need of a faster and more efficient solution.

IMPACT OF THE PROBLEM
  1. Economic Impact - In 2022, out of 17,000 vessels passing through the anchorages, approximately 4,250 needed provisions. The use of utility ships for delivery, with an average cost of $5,000 per delivery, resulted in a total of $21,250,000 in delivery fees.
  2. TIME LOSS - Delivery of provisions using utility ships can take several days to a week from the time of order due to the slow speed of these ships, which travel at 13 to 15 miles per hour. Additionally, unloading provisions from the low platform of the ship to the high vessel deck using heavy equipment increases the time loss.
  3. IMPACT ON LABOR - The unloading of provisions from the utility ship to the cargo vessel requires skilled laborers, which is an additional expense to the cargo vessel. The use of heavy equipment also poses a risk to crew safety.
