Executive Summary
The Headframe Adventure Park project is designed to provide needed infrastructure and additional recreational amenities in Teller county and its surrounding cities to include Cripple Creek, Victor and Woodland Park. This will increase tourism by increasing lengths of stay, attracting new visitors, converting a larger percentage of first time visitors into repeat visitors, and increase the number of day trip visitors from competing tourism communities in the surrounding counties. The natural amenities and surrounding forest lands offer a multitude of positive activities for tourist to explore in the area.
Cripple Creek and surrounding cities struggle with maintaining tourist in southern Teller County for longer than a few hours due to the limited family-friendly outdoor activities. The Adventure park will offer a wide range of attractions and facilities which will include a rollercoaster zip line, high aerial rope course, zip lining, repelling, rock climbing, belay zipline, hiking trails, and many other family attractions.
The project will concentrate on eco-tourism that will include educational and entertaining exploration. Visitors to the park will learn about the local area and its history in mining traditions. This in turn will combine learning with adventure and fun. This project is designed to increase the recreational tourism opportunities that will enhance and fuel growth that will build a stronger foundation of tourism capital for years to come.
It is proposed to build these facilities together with a mine theme, a rustic historical mining souvenir shop as well as a restaurant in the future. Tourism is an economic catalyst for the area and can serve as the foundation for the growth and development of a broader local economy. This concept is, first and foremost, an economic development project. The outcomes sought are crystal clear: build visitation, increase length of stay, bring vibrant, new businesses to southern Teller County and surrounding cities, and create jobs. The Park will also dedicate its resources to help assist with the training of the Teller County Search and Rescue and local fire departments. This could also train and devote time to Boy Scouts of America, USO at Ft. Carson, U.S. Veterans, and the Wounded Worrier Project. In addition, provide educational and entertaining resource to both school districts (Cripple Creek-Victor and Woodland Park) all while being ADA (Americans with Disability Act) compliant. The overall project will allow Teller County and surrounding cities to capitalize on its tourism base and increase its reach to key markets, such as families, groups, business retreats, weddings, and outside event organizers. Due to the tremendous increase of interest in outdoor sports to include adventure parks, location is critical to the success.

Headframe Adventure Park is looking to undergo the next level of outdoor adventure coupled with the ability to experience quality fun with education.
The experiences from categories of customer is outlined below:
· For the individual who is athletic, he/she will be able to experience a guided, exhilarating adventure that puts an individual’s athletic ability to the test. The rope course, climbing wall, and zip coaster will provide hours of fun that can count as an awesome work-out!
· For the individual who may not be out for an extreme adventure, but still wants to have fun, he/she will experience hours of guided fun as well. With our guides as the teacher, our guests will experience new adventures that they may not have tried on their own. Headframe will be an Americans With Disabilities Act compliant park, and we will make every effort to accommodate an individual with a disability within the bounds of law and liability considerations.
· For families with children, Headframe will have guided tours on the Aerial High Ropes course, Southern Boy Headframe Tower, and Zip Coaster (AvatarONE) for the older kids and parents, while the younger kids can have guided exploration of their own on the lower level of the Aerial High Ropes course. Parents or other guardians who do not wish to take part in the Adventure Park themselves will be allowed to come in and watch their family members in the comfort of the covered rest areas provided.
The adventure park industry is geared toward individuals 6 years and older, but core visitors to adventure parks range in age from 16 to 55. The following are the diverse types of thrill seekers:

· People who want a thrill, but need help and guidance throughout
· Large groups from businesses or organizations that want to build camaraderie

· Groups that are a part of a larger training institute (Olympic training center in Colorado Springs, Boy and Girl Scouts of America, etc...)

Colorado welcomed 84.7 million U.S.-based travelers and 1 million international travelers in 2017, setting a new record for tourism for
the eighth straight year. Between 2000 and 2016, it is estimated that the population of Colorado increased by 1.2 million people to a total
population of 5.5 million. Colorado is the 7th fastest growing state in the nation with a 10-year population growth rate of 17.37 percent.
In addition, 60 percent of the new population are people who moved to Colorado, and most of the new residents are millennials between the
ages of 18 and 34. Colorado’s outdoor recreation economy generates $62.5 billion up from $34 billion from 2013 in consumer spending
annually, and contributes 511,000 direct jobs. Those who work in the industry have collectively earned over $21 billion in wages and
salaries, while those who support it have generated $9 billion in state and local tax revenue. This is no small feat, placing Colorado
in an optimal place to capitalize on these economic trends.
Overwhelmingly, about 90 percent of adult Coloradans took part last year in at least one of the 30 outdoor activities . About 66 percent
of all Colorado residents recreated outdoors at least 1 day per week, on average. The survey revealed that 60 percent of Coloradans will
either greatly increase or somewhat increase their participation in outdoor recreation over the next 5 years.
Headframe’s net profit margins, as proposed through the financials, show in year one a 26.55 percent net profit, 23.99 percent in year
two, and 27.27 percent in year three. The annual revenue exceeds $3.41 million in year three.

John Freeman, Owner, Park Manager, Public relations manager, and Safety Manager
John is extensively trained in tower rappelling, helicopter rappelling, climbing, obstacle courses, and rope courses. He completed
his Rappel Master Course in 2010 and graduated the Instructor Training Course in 2013 through the U.S. Army. John managed and trained 25
instructors along with instructing and training over 4,000 military personnel and civilian guests with zero incidents. John created the
SOPs (Standard Operating Procedures) and Recovery Operations procedures for Army Air Assault School. John is a Retired combat
veteran with over 16 years of service. John, being a former co-owner of a small store front business in Cripple Creek, Colorado, has become
well-rounded in business management. and more.....
Karen Freeman, Owner, Safety Manager, and Assistant Office Manager
Karen is essential in the development of the Safety Program for the Adventure Park that stems from her extensive safety background. She
has broad training and knowledge in OSHA standards of safety. She has planned, organized, and performed a multitude of comprehensive
occupational health surveys for the U.S. Army. She completed and graduated the OSHA Ground Safety Officer Course that included a
multitude of certificates such as accident prevention/risk management, protective equipment, confined spaces, environmental safety,
occupational health, and many other certifications. Having a vast amount of work experience in human resources, office management,
payroll and customer service, Karen brought that experience to her former co-ownership of a small store front business in Cripple Creek,
Colorado. This knowledge will help in the management and the administrative side of Headframe. Karen is medically retired with over

Karl Thurlow, Owner, Office Manager, Gift Store Manager, and Assistant Park Manager
Karl’s 12years of experience as an Administrative and Personnel Officer in the U.S. Navy, coupled with his extensive experience as a subject matter expert for an
Agency of the Federal Government will be beneficial in Headframe’s longevity and day-to-day operations. He also has a broad knowledge of emergency management,
which will allow him to develop an emergency management program for Headframe. Karl’s 26 years in the U.S. Navy, as both enlisted and an
an officer, leading and mentoring others as an officer (upper executive level leadership), will be an enormous asset. As an administrative
and personnel officer for the U.S. Navy along with the above experience, he will be able to help the adventure park in the back
office as well as with all personnel aspects. and more.....
Millissa Thurlow, Owner, Marketing Manager, and Public Relations Manager
Millissa graduated with her bachelor’s degree in Nursing in 2015. That education, along with her many years as a bedside nurse and
a charge nurse will be vital in her leadership role at the adventure park. Millissa has also been a small business owner of a photography
business, a Rodan and Fields consultant, and a Color Street Nail stylist. She has been in the nursing field since 2001 and will bring her experience
as a nurse and a small business owner to this business with the ability to manage people and customers alike. Being a small business owner has
allowed her to gain knowledge with marketing and product lines, and this will be her foundation for her role in Headframe. Customer service will
be a number one priority. Health safety is another aspect she will focus on and be able to recognize anyone who might be experiencing trouble
on the course or while on the park. Her medical knowledge will allow her to know when to call first responders if needed. This will be a great
asset in the development of the SOPs and Emergency Management Plan. and more...
